If you are running Windows then you cannot use mesa3d. Well for hardware accelerated rendering at least. Mesa 3d on Windows will work only as a software renderer. If that is OK with you then you can download and build latest version. Then you'll get GL v3.3 core profile.
For hardware acceleration on Windows all you can do is download latest binary driver from Intel. But on your machine which has Intel HD 3000 GPU, max version is only 3.1. See here:
